These amendments aim to boost investment, exploration, and processing within the mining sector while significantly upgrading the industry's accountability framework.
Key changes and expectations under the newly approved law include: The share of the Mineral Royalty Tax (MRT / АМНАТ) allocated to local budgets has been doubled, rising from 10% to 20%. The issuance of licenses for basic geological surveys, prospecting, and exploration has been diversified and optimized. This reform is expected to drive up expenditures on underground research and accelerate resource discovery efforts. The new framework addresses raw material shortages for domestic processing plants. Processing and concentration plants will now be registered and supported through unified national policies. Royalties (MRT) will no longer be imposed on associated by-product minerals, establishing a concrete legal environment to actively promote value-added manufacturing and processing.
